The  customs  value  of  imported  merchandise  may  not  be  determined  in  accordance  with  the  provisions  of  article  74,  section  II  of  the  Law  --209-Art.  74--,  when  the  value  added  because  of  the  transformation  cannot  be  determined  based  on  objective  and  quantifiable  data  that  reflect  the  cost  of  said  operation.
