Prior permits will not be used to restrict:

The import of merchandise in the case provided for in section V of article 16 of this Law (LCE: Art. 16), or

The export, import, circulation or transit of merchandise in order to comply with the provisions regarding the official Mexican standards. (LCE: Art. 26)
