ARTICLE 24: CONSULAR SERVICES THAT DO NOT PAY RIGHTS
No rights will be paid for the following consular services:
The legalization of document signatures:
When they are related to criminal matters.
At the request of dependencies of the Federal Executive, whenever they require it for any procedure that falls within the scope of their competence.
Those who request foreign students to carry out their studies in national territory, in case of reciprocity of the country of which they are nationals.
Those who request indigents of Mexican nationality, for their repatriation, that of their family and their property.
Those who request the pensioners to justify their legal situation in the country in which they reside or to verify their physical existence before the Mexican authorities that so require.
The registration of births and the issuance of the first certified copy of the certificate, as well as the registration of deaths and certified copies of the latter, in cases of consular protection.
The visa to the transit permits and certificate of embalming of corpses.
For the issuance of the certificate of household goods list for members of the Mexican foreign service.
For the issuance of the certificate of list of household goods, to repatriated nationals for not having met the requirements requested by the authorities for their legal stay in the United States of America.
For the purposes of this exemption, it will be necessary for the returnee to present the document that accredits the aforementioned circumstances, issued by the corresponding US authority and endorsed by the Mexican consular representation.
Certified documents, for the processing of:
Passports.
Consular Enrollments.
National Military Service Cards.
Nationality Procedures.
Actions of the Civil Registry.
Credentials to Vote Abroad.
For the issuance of presumption certificates of Mexican nationality.
