ARTICLE 173:

For the study of the request and, where appropriate, issuance of title or extension of concessions in the field of telecommunications or broadcasting, for the use, utilization or exploitation of frequency bands of the radioelectric spectrum of determined use, or for the occupation and exploitation of orbital resources, rights will be paid according to the following fees:

Non-profit educational institutions shall not pay rights when they use the frequency bands for experimentation, verification of technical and economic viability of developing technologies or temporary equipment tests.

When the exploitation of the services object of the concession of frequency bands or orbital resources referred to in sections A, B, sections I and II and C, requires the granting of a single concession title, in terms of article 75 of the Federal Law on Telecommunications and Broadcasting (Ley Federal de Telecomunicaciones y Radiodifusión), the payment of rights corresponding to the frequency bands or orbital resources, will comprise the issuance of the respective single concession.

The studies of the requests and, where appropriate, the issuance of title or extension of concessions or authorizations of frequency bands that will be used by embassies or during visits to the country of heads of state and foreign diplomatic missions, whose authorizations are managed through the embassies in the country or by the Secretary of Foreign Relations (Secretaría de Relaciones Exteriores), will be exempt from the payment of the right provided in this article.
