The rights referred to in this chapter will not be paid, in the following cases:

In the case of establishments, precincts, facilities or public transport dedicated exclusively to public assistance or security.

In the case of establishments, precincts, facilities, transport, products or goods for the service of foreign governments, in case of reciprocity.
