    • ARTICLE 204:

     

    The rights referred to in this chapter will not be paid for the following vessels:

  • Nationals of conflict and foreigners in case of reciprocity.

    •  

  • Civilians at the official service of foreign governments, in case of reciprocity.

    •  

  • Those dedicated to the conservation or repair of submarine cables.

    •  

  • Those dedicated to humanitarian or scientific purposes.

    •  

  • Those of legally arrived forced arrival, if they do not unload or definitively receive their merchandise in the port.

    •  

  • Those who must enter the port or remain docked in it by chance or force majeure, or because the authorities so require it for cause not attributable to the individuals or legal entities responsible for the vessel.

    •  

  • Those that arrive to clean their funds, to be repaired or to enroll, provided they do not carry out commercial operations.

    •  

  • Nationals dedicated exclusively to commercial fishing.

    •  

  • Those of official units dedicated to construction, conservation, maintenance, and operation of national ports, provided that by their characteristics and emblems they are identified as vessels destined for these purposes.
