ARTICLE 231-A:

The income obtained from public and private entities and organizations referred to in section B, section I of article 223 of this Law (LFD: Art. 223), will be allocated to the National Water Commission (Comisión Nacional del Agua) to carry out programs that include actions to improve efficiency and infrastructure of the drinking water, sewage and wastewater treatment in an equivalent amount of up to the amount of rights covered by the aforementioned people, in the exercise in question.

The income obtained from the collection of right referred to in section B, section I of article 223 of this Law (LFD: Art. 223) for the concept of transfer of national water in terms of the diverse 223-Bis of this Law (LFD: Art. 223 Bis), will be destined to the National Water Commission (Comisión Nacional del Agua), to carry out programs that contemplate actions of restoration, rescue and preservation of aquifers and basins of the export zone or region.

The National Water Commission (Comisión Nacional del Agua), upon request made by the people mentioned in the first paragraph of this article, will issue an dictum based on the program of actions to be presented and, where appropriate, will allocate resources to carry it out, up to an amount equal to the investment they made, which may not exceed the amount of rights that they would have covered.

The National Water Commission (Comisión Nacional del Agua) together with the agencies and entities will be obliged to formalize quarterly the actions contained in the programs referred to in the first paragraph of this article with the effective allocation of resources.

The organizations and entities will be obliged to accredit quarterly before the National Water Commission (Comisión Nacional del Agua), the progress in the fulfillment of the programs referred to in this article.

The National Water Commission (Comisión Nacional del Agua) will report, quarterly basis, to the H. Congress of the Union on the return of the resources destined to the actions of improvement of efficiency and infrastructure of the drinking water, sewage and wastewater treatment.
