ARTICLE 244:
The concessionaires and permittees of frequency bands of the radio spectrum included in the frequency ranges in megahertz indicated in table A, will pay annually the right for the use, enjoyment, exploitation or utilization of frequency bands of the radio spectrum, for each region that they operate and for each kilohertz granted or allowed, in accordance with table B, as follows:

For concessions and permits whose coverage area is less than the area of ..the region in which it is located according to Table B, the fee of the right to be paid will be that obtained from multiplying the fee that in accordance with the indicated table corresponds to the region in which the concession or permit is located, by the proportion that represents the total population of the concession or permitted area, divided by the total population of the area in which it is located according to the aforementioned table. For these calculations, the population indicated in the final results of the immediately preceding exercise should be used, exclusively referring to the population from the Population and Housing counts published by the National Institute of Statistic and Geography (Instituto Nacional de Estadística y Geografía) or, in the absence, from the last Census of Population and Housing (Censo General de Población y Vivienda) published by said Institute.
For the cases in which the coverage area of ..a concession or permit covers more than one region than those indicated in Table B, they must be carried out for each region, if applicable, the operations described in the previous paragraph and the amount of right to pay will be the sum of the corresponding fees.
Payment of the rights provided for in this article must be made without prejudice to compliance with the tax obligations contained in the respective concession titles, as well as consideration referred to in the Federal Law on Telecommunications and Broadcasting (Ley Federal de Telecomunicaciones y Radiodifusión) applicable due to the granting, renewal or extension of concession titles or authorization of additional services.
