ARTICLE  277-A:

The  right  referred  to  in  this  chapter  shall  be  calculated  according  to  the  volume  discharged  during  the  quarter;  taxpayers  will  read  the  measuring  device  during  the  last  business  day  of  the  quarter  in  question  and  the  reading  made  will  decrease  the  reading  made  on  the  last  day  of  the  previous  quarter,  the  corresponding  fee  will  be  applied  on  the  resulting  volume,  in  accordance  with  what  is  indicated  in  article  277-B.  --603-Art.  277B--

Taxpayers  must  have  in  each  of  the  wastewater  discharges  volumetric  measuring  devices  installed  by  the  National  Water  Commission  (Comisión  Nacional  del  Agua);  for  these  purposes,  they  must  allow  access  and  provide  the  necessary  facilities  and  support  to  the  staff  of  said  Commission  to  install,  verify  and  take  the  corresponding  readings.

Without  prejudice  to  the  direct  consultation  of  the  meters  installed  by  the  National  Water  Commission  (Comisión  Nacional  del  Agua),  taxpayers  may  consult  via  Internet,  during  the  corresponding  quarter,  the  status  of  their  discharged  volumes,  in  accordance  with  the  procedure  indicated  for  that  purpose  the  Service  Tax  Administration  (Servicio  de  Administración  Tributaria)  through  general  rules.

Until  the  National  Water  Commission  (Comisión  Nacional  del  Agua)  installs  the  measuring  device  referred  to  in  this  article,  the  taxpayer  will  be  obliged  to:

In  the  event  that  the  volume  of  water  discharged  during  the  quarter  cannot  be  measured,  in  the  absence  of  a  meter  or  as  a  result  of  its  decomposition  due  to  causes  not  attributable  to  the  taxpayer,  the  volume  to  be  declared  shall  be  the  average  volume  discharged  during  the  last  four  quarters;  when  it  is  for  reasons  attributable  to  the  taxpayer,  the  volume  to  be  declared  may  not  be  less  than  a  quarter  resulting  from  applying  the  procedure  provided  in  article  285,  section  I,  subsections  a)  and  d)  of  this  Law.  --603-Art.  285--

The  taxpayers  referred  to  in  section  I  of  article  277-B  of  this  Law  --603-Art.  277B--,  whose  drainage  and  sewerage  infrastructure  is  connected  to  another  taxpayer  of  the  same  type  and  cannot  identify  the  volume  of  discharge  of  each  of  them,  it  can  be  determined  by  multiplying  the  volume  discharged  by  interconnected  taxpayers,  by  the  proportion  of  inhabitants  that  corresponds  to  the  taxpayer,  which  will  be  obtained  by  dividing  the  number  of  inhabitants  of  the  taxpayer  by  among  all  the  inhabitants  in  the  interconnected  localities  or  municipalities  in  its  sewerage  network,  in  terms  of  the  last  Census  of  Population  and  Housing  (Censo  General  de  Población  y  Vivienda)  published  by  the  National  Institute  of  Statistic  and  Geography  (Instituto  Nacional  de  Estadística  y  Geografía).
