SECOND  ARTICLE:

The  tax  obligations  that  were  originated  until  December  31,  1981,  derived  from  the  application  of  decrees  that  establish  fees  for  the  payment  of  rights,  whose  payment  must  be  made  after  said  date  and  starting  from  the  entry  into  force  of  this  Law  will  no  longer  be  charged,  they  must  be  complied  with  in  the  same  manner,  term  and  amount  established  in  the  decrees  themselves.

In  the  case  of  provision  of  services,  when  prior  to  December  31,  1981  payments  have  been  made  for  rights,  by  annuity  or  monthly  payment,  whose  benefit  partially  includes  said  exercise  and  that  of  1982,  the  payment  of  rights  for  the  benefit  shall  be  considered  proportionally  of  the  service  for  the  period  corresponding  to  1981  and  the  proportional  part  corresponding  to  the  period  of  1982  will  be  compensated  with  the  amount  that  the  service  applicant  must  pay  for  the  monthly  payment  or  annuity  corresponding  to  the  year  1982.

When  the  request  for  a  service  has  been  submitted  before  the  entry  into  force  of  this  Law,  without  payment  of  the  corresponding  rights,  said  payment  will  be  made  under  the  terms  of  this  Law.
