RULE 1.11.1: COUNCIL INTEGRATION
For the purposes of article 48 --201-Art. 48-- of the Law, the Council will issue technical dictums regarding the correct tariff classification and the commercial identification number of the merchandise that the competent authority submits for its consideration, which may serve as support to resolve the inquires on the tariff classification referred to in article 47 --201-Art. 47-- of the Law; The Council will be composed of:
I. A President, who will be the head of the General Legal Administration (Administración General Jurídica).
II. An Executive Secretary, who will be the head of Central Administration of Regulations in Foreign and Customs Trade (Administración Central de Normatividad en Comercio Exterior y Aduanal).
III. Two Directors, who will be the heads of the General Administration of Foreign Trade Audit (Administración General de Auditoría de Comercio Exterior) and the General Customs Administration (Administración General de Aduanas).
IV. The permanent guests, who will be the experts proposed by the confederations, chambers and industrial associations and academic institutions, accredited before the Council in accordance with procedure file 29 / LA (Customs Law) of Annex 1-A --356-Anexo 1A--.
The members referred to in sections I, II and III of this rule will have voice and vote before the Council, and may designate their alternate, who must have at least a hierarchical level of Administrator, who will only have voice and vote before the Council, in the absence of the member to whom it replaces.
The permanent guests referred to in section IV of this rule will only have a voice before the Council.
For the purposes of this Chapter, technical reports are opinions on tariff classification and commercial identification number, in which the customs authorities may rely on the issuance of the resolutions of the inquires referred to in Article 47 --201-Art. 47-- of the Law and rule 1.2.9 --305-Regla 1.2.9--.
