ANNEX  11  OF  THE  GENERAL  RULES  OF  FOREIGN  TRADE  FOR  2020

FISCAL  ROUTES  AUTHORIZED  TO  CARRY  OUT  THE  INTERNATIONAL  TRANSIT  OF  MERCHANDISE  IN  ACCORDANCE  WITH  RULE  4.6.23.  --333-Regla  4.6.23--

I.  Fiscal  routes  authorized  for  international  transit  through  national  territory  through  which  carriers  must  travel  within  a  period  of  no  more  than  24  hours  between  the  customs  of  Ensenada  -  Tijuana,  Ensenada  -  Tecate  and  Ensenada  -  Mexicali:

1.  From  the  Customs  of  Ensenada  to  the  customs  section  of  Mesa  de  Otay,  of  the  Customs  of  Tijuana:

a)  By  the  Scenic  Trans  peninsular  Federal  Highway  1-D  with  toll  roads  to  the  La  Gloria  junction,  from  the  La  Gloria  junction  by  the  Ensenada-Tijuana  federal  highway  number  1  free  to  the  customs  section  of  Mesa  de  Otay  B.C;  or

b)  By  the  Scenic  Trans  peninsular  Federal  Highway  1-D  with  toll  roads  to  the  Popotla  junction,  from  the  Popotla  junction  through  the  2000  Corridor  to  the  Tijuana-Tecate  junction  with  toll  roads,  from  the  Tijuana-Tecate  junction  with  toll  roads  through  the  Industrial  Boulevard  to  the  Garita  de  Otay,  from  the  Garita  de  Otay  junction  to  the  customs  section  of  Mesa  de  Otay,  B.C.

c)  By  federal  highway  number  1  to  the  El  Sauzal  junction,  from  the  El  Sauzal  junction  through  the  Ensenada-Tecate  federal  highway,  B.C.,  number  3  free  to  the  Tijuana-Tecate  highway  with  toll  roads,  from  the  Tijuana-Tecate  highway  until  reaching  the  Garita  de  Otay  junction,  from  the  Garita  de  Otay  junction  to  the  customs  section  of  Mesa  de  Otay,  B.C.

2.  From  Customs  of  Ensenada  to  Customs  of  Tecate:

a)  By  the  federal  highway  number  1  free  until  the  El  Sauzal  junction,  from  the  El  Sauzal  junction  through  the  federal  highway  Ensenada-Tecate,  B.C.,  number  3  free  to  the  Customs  of  Tecate;  or

b)  By  the  Scenic  Trans  peninsular  Federal  Highway  1-D  with  toll  roads  to  the  Popotla  junction,  from  the  Popotla  junction  through  the  2000  Corridor  to  the  Tijuana-Tecate  junction  with  toll  roads,  from  the  Tijuana-Tecate  junction  with  toll  roads  through  the  Ensenada  Tecate  federal  highway  number  3  free  to  the  Boulevard  Railway  junction,  from  the  Boulevard  Railway  junction  to  the  Customs  of  Tecate.

3.  From  Customs  of  Ensenada  to  the  Customs  of  Mexicali:

a)  By  federal  highway  1  free  to  the  El  Sauzal  junction,  from  the  El  Sauzal  junction  through  the  federal  highway  Ensenada-Tecate-Mexicali,  B.C.,  number  3  free  to  the  Customs  of  Mexicali;  or

b)  By  the  Scenic  Trans  peninsular  Federal  Highway  1-D  with  toll  roads  to  the  Popotla  junction,  from  the  Popotla  junction  through  the  2000  Corridor  to  the  Tijuana-Tecate  junction  with  toll  roads,  from  the  Tijuana-Tecate  junction  with  toll  roads  following  the  Ensenada-Tecate-Mexicali  federal  highway  number  3  free  to  Customs  of  Mexicali.

In  the  case  of  carriers  that  initiate  international  transit  through  national  territory  at  the  customs  of  Tijuana,  Tecate  or  Mexicali,  they  must  follow  the  route  in  the  reverse  order  to  that  described.

II.  Fiscal  routes  authorized  for  international  transit  through  national  territory  through  which  carriers  must  travel  within  a  period  of  no  more  than  24  hours  between  the  customs  of  Guaymas  and  Nogales.

1.  From  the  Customs  of  Guaymas  to  the  Customs  of  Nogales  by  Federal  Highway  number  15  between  the  following  points:

From  Guaymas  to  Hermosillo

From  Hermosillo  to  Santa  Ana

From  Santa  Ana  to  Imuris

From  Imuris  to  Nogales

In  the  case  of  carriers  that  start  international  transit  through  national  territory  at  Customs  of  Nogales,  they  must  follow  the  route  in  reverse  order  to  that  described.
