Those  who  introduce  or  extract  merchandise  from  the  national  territory  must  indicate  in  the  customs  declaration  (pedimento)  the  customs  regime  they  are  requesting  for  the  merchandise  --203-Art.  54--  and  will  express  under  protest  of  telling  the  truth  the  fulfillment  of  the  obligations  and  formalities  inherent  therein,  including  the  payment  of  the  compensatory  fees.  --254-Art.  28--
