RULE  2.4.7:  PROCEDURE  FOR  THE  SUPPLY  OF  FLIGHTS

To  carry  out  the  transshipment  of  the  merchandise  of  foreign  origin  necessary  to  satisfy  the  needs  of  the  flight  referred  to  in  article  97  --37-Art.  97--  of  the  Regulation,  or  for  its  sale  on  international  flights,  the  following  procedure  must  be  carried  out:

I.  Within  the  controlled  premises  indicated  by  the  customs  of  the  International  Airport  in  question,  where  the  merchandise  are  stored  in  deposit  before  customs,  the  airline  staff  must  place  a  padlock  and  strap  to  the  cart  or  metal  box  containing  the  merchandise,  which,  together  with  a  manifest  detailing  its  content,  will  be  previously  submitted  to  the  customs  authority  to  verify  the  content  and  place  the  padlock  and  strap,  before  said  merchandise  are  boarded  to  the  aircraft  on  which  the  international  flight  is  made.  

II.  The  cart  or  metal  box  will  be  boarded  on  the  aircraft  and  may  be  opened  until  the  moment  it  takes  off  from  the  airport  where  it  made  its  last  stopover  in  national  territory,  bound  abroad.  Previously,  the  airline  must  notify  the  customs  authority  of  said  airport  to  verify  compliance  with  the  provisions  of  this  rule.

III.  In  the  event  that  the  aircraft  in  which  the  merchandise  is  approached,  is  not  the  one  that  will  finally  transport  it  abroad,  but  will  only  transfer  it  to  another  national  airport  in  which  the  connection  with  another  aircraft  that  will  carried  out  the  international  flight;  The  airline  must  notify  the  customs  authority,  so  that  in  its  presence  the  transfer  to  the  aircraft  that  will  carry  out  the  international  flight  can  be  carried  out  and  verify  that  the  cart  or  metal  box  has  intact  the  padlocks  and  straps  placed  at  the  airport  of  origin,  as  well  as  that  the  content  corresponds  to  the  merchandise  actually  declared  in  the  manifest.

Upon  returning  to  national  territory,  the  cart  or  metal  box  will  descend  at  the  connection  station,  which  the  airline  is  obliged  to  notify  the  customs  authority  of  the  return  to  verify  its  content  and  in  its  presence  is  placed  the  padlock  is  and  strap  by  the  personnel  from  the  airline.  Subsequently,  they  must  board  the  aircraft  that  will  take  them  to  the  International  Airport,  along  with  the  manifest  detailing  its  content.

IV.  Once  the  cart  or  metal  box  returns  to  the  International  Airport  in  question,  it  will  be  deposited  in  the  controlled  premises  designated  by  customs.
