RULE 4.6.14: CONSOLIDATION AND DECONSOLIDATION IN RAIL TRANSPORT
Companies that provide cargo consolidation services by rail under the internal transit customs regime, to carry out consolidated transits, in terms of article 42 (RLA: Art. 42) of the Regulation, must comply with the following procedure:
I. Process on behalf of the cargo consolidating company the customs declaration (pedimento) that protects the internal transit of the merchandise for the total of packages per container, trailer or semi-trailer, attaching a cargo manifest in which the name, address, description, quantity and value of the merchandise of each one of the consignees.
II. Present before the automated selection mechanism the printout of the customs declarations (pedimentos) that protect the internal transit for import or export at the customs of entry or dispatch, as appropriate.
In the case of consolidation of merchandise for internal transit for export, cargo consolidation companies must consolidate the merchandise within the controlled premises. Once the printout of the transit customs declaration (pedimento) for export has been submitted to the automated selection mechanism, in case it corresponds to customs recognition, it must be carried out at the controlled premises.
III. In the case of internal transit for import, the presentation of the customs declarations (pedimentos) at the customs of dispatch, the provisions of subsection c) of section I of rule 1.9.13 must be observed. (RGCE 2020: Regla 1.9.13)
In the case of internal transit for export, the presentation of the customs declarations (pedimentos) at the customs of exit, the provisions of subsection b) of section II of rule 1.9.13 must be observed. (RGCE 2020: Regla 1.9.13)
IV. Carry out the deconsolidation in the controlled premises, delivering the document that protects the merchandise of each of the different consignees.
