RULE 7.1.10: REQUEST FOR DICTUM ON COMPLIANCE WITH THE ELECTRONIC INVENTORY CONTROL SYSTEM FOR TEMPORARY IMPORTS (SECIIT)

    For the purposes of requesting the authorized Civil Associations, Chambers or Confederations to issue the dictum provided in terms of rule 7.1.4. (RGCE 2020: Regla 7.1.4) second paragraph, Section D, section VIII, the interested companies must allow remote access to their Electronic Inventory Control System for Temporary Imports (Sistema Electrónico de Control de Inventarios para Importaciones Temporales) or when the visit of the personnel designated by said authorized to their facilities is essential, therefore, with the sole purpose of verifying the information, documentation and systems that prove compliance with the provisions of the "Guidelines of the Electronic System for Inventory Control of Temporary Imports", which will be announced on the Service Tax Administration (Servicio de Administración Tributaria) Portal.

    The dictums issued by authorized Civil Associations, Chambers or Confederations must be submitted by the companies interested in obtaining registration in the Registry in the Company Certification Scheme, Authorized Economic Operator modality, rubric Electronic Inventory Control System for Temporary Imports (Sistema Electrónico de Control de Inventarios para Importaciones Temporales), before the General Administration of Foreign Trade Audit (Administración General de Auditoría de Comercio Exterior), at the latest within 2 months from the date of issue. Otherwise, said dictum will be considered not presented.

    In the case of renewal in the Registry in the Business Certification Scheme, Authorized Economic Operator modality, rubric Electronic Inventory Control System for Temporary Imports (Sistema Electrónico de Control de Inventarios para Importaciones Temporales), said dictum must have been issued by the authorized Civil Associations, Chambers or authorized Confederations, within the 2 months prior to the date on which the interested party submits the format called "Single Renewal Notice in the Registry in the Business Certification Scheme" in Annex 1 (RGCE 2020: Anexo 1), without prejudice to the period provided for the renewal indicated in rule 7.2.3. (RGCE 2020: Regla 7.2.3)

    The Dictum issued does not constitute a favorable resolution, excluding the exercise of faculties of the competent authority.
