RULE 3.2.11: PROCEDURE FOR THE IMPLEMENTATION OF THE "SOMOS MEXICANOS" STRATEGY

    Within the framework of the "Somos Mexicanos" strategy, contained in the "Agreement by which the Office for Domestic Affairs (Secretaría de Gobernación) and the Secretary of Foreign Relations (Secretaría de Relaciones Exteriores) implement the "Somos Mexicanos" strategy", published in the Official Journal of the Federation (Diario Oficial de la Federación) on July 6, 2016, the Mexican people repatriated to the national territory from the United States of America, may import, for one time, the following used merchandise, taking advantage of the provisions of rule 3.2.3. (RGCE 2020: Regla 3.2.3), additional to the merchandise that make up passenger luggage:

    I. A vacuum cleaner.

    II. A mixer.

    III. An electric coffee maker.

    IV. An electric heater.

    V. A stereo.

    VI. A stove.

    VII. A juice extractor.

    VIII. A mini fridge.

    IX. A microwave.

    X. An electric oven.

    XI. A washing machine.

    XII. A kitchen sink or dishwasher.

    XIII. A blender.

    XIV. An iron.

    XV. A mower.

    XVI. A polishing machine for home use.

    XVII. An air purifier.

    XVIII. A refrigerator.

    XIX. A sandwich maker.

    XX. A clothes dryer.

    XXI. A toaster.

    XXII. A waffle iron.

    XXIII. Tools, which were essential for the development of the position or profession that the Mexican repatriated of the national territory from the United States of America exercised in said country, provided that they do not exceed the value of 5,000 (five thousand dollars), or its equivalent in national or foreign currency.

    The foregoing applies to the repatriated Mexican person or to the members of the same family of Mexican people repatriated to the national territory from the United States of America, provided that they arrive in the national territory simultaneously and in the same means of transport. Likewise, when the repatriated Mexican person has not returned to the national territory voluntarily and it is not possible for them to apply the provisions of this rule, they may authorize a third party, who must carry out the corresponding procedures before the Migration's National Institute (Instituto Nacional de Migración) and the customs authority . In addition, during the implementation of the aforementioned "Somos Mexicanos" strategy, those who enter by any means of transport may introduce additional merchandise to their luggage as franchise whose value does not exceed 1,000 (one thousand dollars) or its equivalent in national or foreign currency, cumulative for members of the same family, if they arrive in the national territory simultaneously and in the same means of transport, in accordance with the provisions of rule 3.2.3, fifth paragraph.     Similarly, the people referred to in this rule may avail themselves to the procedure of the merchandise import applicable to passengers, provided for in rule 3.2.2. (RGCE 2020: Regla 3.2.2)

    For the application of the facilities referred to in this rule, the customs authorities will verify that the repatriated Mexican people, individually, as members of the same repatriated family, or as authorized third parties, are registered with the Migration's National Institute (Instituto Nacional de Migración).

    For the purposes of the definitive introduction of vehicles and the admission of amounts in cash, in national or foreign checks, payment orders or any other document receivable or a combination of them, greater than the equivalent in the currency or currencies in question to 10,000 (ten thousand dollars), they must comply with the provisions of rules 3.5.1. (RGCE 2020: Regla 3.5.1) and 2.1.3. (RGCE 2020: Regla 2.1.3), respectively.
