ARTICLE 3 TRANSITORIES FROM DECEMBER 31, 1998
Sole. In relation to the modifications referred to in the FIRST ARTICLE of this Law (LA: Art. 1), it will be as follows:
As of January 1st, 1999, the provisions contained in federal laws, their regulations and other administrative provisions that oppose or contravene the provisions of the Customs Law (Ley Aduanera) are voided.
People who have obtained concessions or authorizations under the terms of Arts. 14 and 121 of the Customs Law (Ley Aduanera) (LA: Art. 14) (LA: Art. 121) are valid until December 31, 1998, that they are fulfilling all the obligations derived from them, they will be able to continue exercising the corresponding rights until the conclusion of the validity granted by the Ministry, for which they must satisfy the requirements established in the Customs Law (Ley Aduanera) in force as of January 1st, 1999, regarding the form of operation within a period not exceeding ninety days. It will be understood that the provision of direct handling, storage, and custody services is within these requirements.
The amend from Art. 15, section III of the Law (LA: Art. 15), it will enter into force on August 1st, 1999. Until as long as it has entered into force, they will continue to apply the provisions of Art. 15, section III of the Customs Law (Ley Aduanera) (LA: Art. 15) valid until December 31, 1998.
The amends from Arts. 15 sections, IV and VII (LA: Art. 15) and 186, section XIV of Law (LA: Art. 186), they will enter into force as of April 1st, 1999. Until such time as the foregoing becomes effective, the holders of authorizations or concessions must continue to comply with the obligations set forth in Art. 15, section IV and VII of the Customs Law (Ley Aduanera) in force until December 31, 1998.
The holders of the authorizations granted under the terms of Art. 121, section I of the Customs Law (Ley Aduanera) (LA: Art. 121) valid until December 31, 1998, may continue to pay the rights provided for in Art. 50-C of the Federal Rights Law (Ley Federal de Derechos) (LFD: Art. 50C) or choose to pay the benefits referred to in this Law.
The provisions in the Arts. 54 and 78-B of this Law (LA: Art. 54) (LA: Art. 78B) will take into effect on August 1st, 1999.
The provisions in the Arts. 84-A (LA: Art. 84A) y 86-A (LA: Art. 86A) and the amend to the Arts. 36, section I, subsection e) (LA: Art. 36), 127, section III (LA: Art. 127) and 131, section I (LA: Art. 131), will enter into force on April 1st, 1999.
The amend from Art. 151, section VI and VII of this Law (LA: Art. 151) will enter into force on May 1st, 1999.
The last paragraph that is added to article 153 of this Law (LA: Art. 153) will enter into force on April 1st, 1999.
The amend to Art. 160, section V, third paragraph of this Law (LA: Art. 160) will enter into force on April 1st, 1999. The amend from Art. 160, section VI (LA: Art. 160) and the addition to Art. 160, section VI, second and third paragraphs of this Law (LA: Art. 160) will enter into force on August 1st, 1999. Until these provisions enter into force, customs agents may continue to comply with the provisions of Art. 160, section V, third paragraph and section VI of the current Customs Law (Ley Aduanera) until December 31, 1998.
The amounts contained in Arts. 164 section VII (LA: Art. 164), 165, section II, subsection a) and section VII, subsection a) (LA: Art. 165), 173 section I, subsection a) and section V, subsection a) and section VI, last paragraph (LA: Art. 173), 178, section II (LA: Art. 178), 183, section V (LA: Art. 183), 185 sections II, V, VI, X, XI and XII (LA: Art. 185) and 187 sections VI, X and XI of the Customs Law (Ley Aduanera) (LA: Art. 187) are understood to be updated as of January 1999, in accordance with Art. 5 of the same order. (LA: Art. 5)
The amend from Art. 107 of this Law (LA: Art. 107) will enter into force from July 1st, 1999.
The amend from the Arts. 109 and 110 (LA: Art. 109) (LA: Art. 110) of this Law shall apply to merchandise that are imported temporarily from January 1st, 1999.
